Aluminum slump has Alcoa staring at quarterly loss (Reuters)

NEW YORK ? Alcoa Inc (AA.N), the largest U.S. aluminum producer, could end up posting a fourth-quarter loss due to a dizzying drop in the metal's price in the last six months as the euro zone debt crisis and an economic slowdown in China hurt demand growth.

At least five Wall Street analysts cut earnings estimates in the last week and 18 slashed their full-year 2011 estimates since September for Alcoa, which will announce results on Monday after the market closes.

Analyst Bridget Freas of Morningstar in Chicago noted that Alcoa's fortunes are tied very closely to the price of aluminum, which fell 6 percent in the fourth quarter.

"We have seen a weakening trend in the last few months and it will show in the results," she said. "Most analysts are blaming what has happened with the LME (London Metals Exchange) price and we ended the year on a low point."

The price of aluminum fell 18 percent, from $2,470 per tonne at the end of 2010 to $2015 last week. Traders cited the euro zone crisis and China's economic slowdown for hurting prospects for demand growth that send the metal on a downward track after May.

And that, says Wall Street, can only hurt Alcoa's bottom line.

"They had a pretty weak quarter and should come in around the break-even mark," said Freas, who does not give a quarterly estimate. Her full-year estimate of 80 cents per share is unchanged, she said, since she has already factored in the lower metal price.

"They still face high raw material costs , but the biggest driver (of Alcoa's results) is the price of aluminum.

"They will not be posting the kind of results (they did) at second-quarter levels," Freas said.

According to Thomson Reuters I/B/E/S, analysts on average expect Alcoa's fourth-quarter profit to be 1 cent per share. Eight analysts expect a loss in the quarter. In the same quarter of 2010, Alcoa's profit was 21 cents per share.

In the third quarter, Alcoa posted a profit of 15 cents per share, lower than the second quarter's 32 cents per share.

Analyst Peter Ward of Jefferies lowered his fourth-quarter estimate to break-even from 19 cents per share.

"Alcoa has disclosed it expects rising sequential costs at the same time that LME aluminum prices weakened," he said. But he added that Alcoa's shares "offer some modest upside" if U.S. economic data improve.

Aldo Mazzaferro of Macquarie Equities Research cut his quarterly estimate from a profit of 6 cents per share to a loss of 7 cents per share, saying he took a conservative view of aluminum pricing next year.

He said he might be more positive about the company "if we see sustained appreciation in aluminum pricing."

RBC Capital Markets' Fraser Phillips also sees a quarterly loss -- of 6 cents per share from a previous estimate of a profit of 9 cents. But he was not optimistic about prospects in aluminum markets.

"We expect prices to remain under downward pressure as long as global leading indicators are declining," Phillips said.

"Over the longer term ... the aluminum market will continue to suffer from significant excess inventory and capacity and we expect aluminum prices to be constrained as a result."

David Lipschitz of CLSA also cut his estimate, to a quarterly loss of 4 cents per share from a profit of 6 cents, and lowered his estimates for 2012 and 2013.

"Alcoa's fourth-quarter earnings are likely to be weak not only because the price of aluminum has fallen ... but end-market demand, not surprisingly, has remained slow."

One analyst, Davenport & Co's Lloyd O'Carroll, remained bullish on Alcoa, estimating that aluminum prices will rise in 2012. Although he lowered his fourth-quarter earnings estimate to 2 cents per share from 4, he reiterated his "buy" rating and $18 share price target for Alcoa.

"Higher prices, along with strength in key end markets such as aerospace and autos, should take Alcoa higher," he said.

In Thursday midday trading Alcoa shares were down 7 cents at $9.38.

In October, Alcoa Chief Executive Officer Klaus Kleinfeld said he still expects a near doubling of aluminum demand in the next 10 years, driven largely by China and emerging markets.

He cited weak economic conditions through 2011, particularly in Europe, because confidence in the global recovery has faded.

That has sapped aluminum demand from the automotive, industrial products, construction and packaging sectors since the second quarter, with only the aerospace and transport sectors growing, he said.

SHAKER HEIGHTS, Ohio (AP) ? Defying Republican lawmakers, President Barack Obama on Wednesday barreled by the Senate and installed a national consumer watchdog on his own, provoking GOP threats of a constitutional showdown in the courts. Setting a fierce tone in the election-year fight for middle-class voters, Obama said: "I refuse to take 'no' for an answer."

Obama named Richard Cordray, a respected former attorney general of Ohio, to be the first director of the Consumer Financial Protection Bureau, after giving up on hopes for a confirmation vote in the Senate. The appointment means the agency is able to oversee a vast swath of lending companies and others accused at times of preying on consumers with shady practices.

In political terms, Obama's move was unapologetically brazen, the equivalent of a haymaker at Republicans in the Senate who had blocked his nominee. Acting right after Tuesday's presidential caucuses in Iowa, which showered attention on his opponents, Obama sought to make a splash as the one fighting for the rights of the little guy.

Presidents of both parties long have gotten around a stalled confirmation by naming a nominee to a job when the Senate is on a break through a process known as a recess appointment.

But Obama went further by squeezing in his appointment during a break between rapid Senate sessions this week, an unusual move that the GOP called an arrogant power grab.

The White House said what the Senate was doing ? gaveling in and out of session every few days solely to avoid being in recess ? was a sham. Obama's aides said the president would not be stopped by a legislative gimmick, even though it was Senate Democrats who began the practice to halt President George W. Bush's appointments.

"When Congress refuses to act, and as a result hurts our economy and puts people at risk, I have an obligation as president to do what I can without them," Obama said from Ohio, a state vital to Obama's re-election bid.

Consumer groups hailed Obama's decision; the U.S. Chamber of Commerce balked and warned it was so legally shaky that consumer bureau's work may be compromised.

The response from Republicans was blistering.

The top Senate Republican, Minority Leader Mitch McConnell, said Obama had "arrogantly circumvented the American people" and endangered the nation's systems of checks and balances. Republican Sen. Orrin Hatch of Utah called it a "very grave decision by this heavy-handed, autocratic White House."

And House Speaker John Boehner, R-Ohio, said: "It's clear the president would rather trample our system of separation of powers than work with Republicans to move the country forward. This action goes beyond the president's authority, and I expect the courts will find the appointment to be illegitimate."

Mitt Romney, a leading Republican presidential candidate, accused Obama of displaying "Chicago-style politics at its worst."

It was not immediately clear who might file a suit on the matter. Most likely, a private party regulated by the consumer agency would have the legal standing.

More than a standoff over one significant appointment, the fight speaks to the heart of a presidential campaign under way.

Obama is presiding over a troubled but improving economy. To try to win over voters, he is employing two strategies: in-your-face politics against a Congress held in low public regard, and a campaign pitch that he would represent the crunched middle class better than any of the Republicans he would face.

The Cordray appointment fits both.

Only with a director in place can the consumer bureau keep "dishonest" mortgage companies, payday lenders, debt collectors and others from harming consumers, Obama said. Speaking from a high school in the Cleveland suburb of Shaker Heights, Obama said Republicans were only blocking Cordray because they wanted to water down consumer protections.

Republican senators have called the consumer bureau too powerful and unaccountable, and held off on Cordray's bid as a means to get changes.

Cordray essentially starts right away, although his nomination will become official later in the week, the White House said. He is expected to serve until at least the end of 2013, which is the end of the Senate's next session.

In plowing ahead, the White House had to contend with some uncomfortable history.

Just last year, a lawyer from Obama's Justice Department said the office's view was that recess appointments could only come during legislative breaks of more than three days. That doesn't match up with what Obama did with Cordray, since the Senate was technically just in session on Tuesday.

The Senate's top Democrat, Harry Reid of Nevada, said in 2007 he would keep the Senate in "pro forma" sessions to block Bush from making an end run around the Senate and the Constitution with controversial nominations. That's exactly what Obama's White House now calls a gimmick. Yet on Wednesday, Reid came out in support of what Obama did.

As a senator in 2005, Obama opposed the recess nomination of John Bolton to be the U.S. ambassador to the United Nations, saying at the time that a representative who couldn't get through a Senate confirmation would be "damaged goods" with less credibility. Obama spokesman Jay Carney said Obama was just talking about the merits of the Bolton pick.

Obama certainly hasn't opposed recess appointments as president.

He had made 28 recess appointments before Wednesday, then named Cordray and three members to the National Labor Relations Board.

Bush made more than 170 such appointments when the Senate was away.

At the heart of the conflict this time is the arcane matter of what, exactly, constitutes a congressional recess.

White House lawyers ultimately determined that, for all practical purposes, the Senate is in the midst of about a monthlong break and Obama can move ahead as he pleases.

The Epson EX5210 Multimedia Projector ($549.99 direct) is a handsome, portable business projector that?s easy to use and has some nifty features. Its image quality is decent for data, as well as for video clips?just avoid using small text in your presentations.

The EX5210 is based on 3LCD technology, which was developed by Epson and uses three LCD panels, which each process light of a different primary color. This projector has native XGA (1,024 by 768 pixel) native resolution, a 4:3 aspect ratio befitting a data projector. At a rated brightness 2,800 lumens, the EX5210 is bright enough to throw a reasonably bright image onto a large screen in a conference room, even with considerable ambient lighting.

It has both vertical and horizontal keystone correction; while the vertical correction is automatic, the horizontal uses a user-friendly slide-based system. The EX5210?s connections include VGA/component video; HDMI; S-video; 3 RCA jacks for composite video; USB type B (for connection with a computer) and USB type A (which fits a USB thumb drive).

The EX5210 is a handsome projector, black with a textured top and rounded corners. On the top, near the lens, are the focus wheel, zoom wheel, and slider for horizontal keystone correction. The projector measures 3.0 by 11.6 by 9.0 inches (HWD) and weighs 5.1 pounds, making it easily portable. It comes with a soft carrying case, and as you can run a presentation from a USB thumb drive, you don?t even have to bring your computer with you.

Image and Video Testing

I tested the EX5210 using the DisplayMate (www.displaymate.com) software test suite, and found data image quality to be acceptable for typical business presentations, with the one caveat being text quality. White on black text showed some blur at the two smallest sizes?in most projectors I?ve tested, only the smallest size has any visible blur. Likewise, black on white text was slightly blurred at the smallest size; it?s unusual to see any blur. I?d recommend that anyone using the projector for presentations use a relatively large type face. Another, less serious issue was tinting: thin white lines at times appeared yellowish, while some gray areas had a slight greenish tinge.

Video quality, based on selected scenes in our test DVDs (Terminator 2 and The West Wing) was usable for short or even medium-length video clips as part of presentations. There was often some loss of detail in bright areas, and flesh tones at times looked a bit too red.

The projector?s 2-watt mono speaker was loud enough to fill a small room, though at full volume there was occasional distortion that could be remedied by turning the sound down.

The Epson EX5210 Multimedia Projector is worth a look if you?re in the market for a portable, XGA-resolution business projector. Its standout features are its HDMI-in port and the port for a USB thumb drive, and the slider-based horizontal keystone correction is also a nice touch. Image quality is good enough for a typical business presentation, although I wish the text had been a little sharper in our test images.

There are plenty of decent XGA-resolution business projectors around; the key is finding the right balance between features, image quality, price, and portability based on your own needs. The InFocus IN114 ($399 direct, 3.5 stars) provides similar image quality to the EX5210 for business presentations at a budget price, though it lacks some useful connections like a port for a USB thumb drive or an HDMI-in port. The Optoma Pro260X ($600 street, 3.5 stars ) provides decent image quality and has an HDMI-in port. The Dell 1410X ($599 list, 3.5 stars) provides solid data image quality and a modest feature set.

For a bit more money, the NEC NP64 ($1,099 direct, 4 stars) is light, bright, and offers a solid feature set and good image quality. For an XGA projector for larger conference rooms, the Editors? Choice Epson PowerLite 1880 MultiMedia Projector $1,399 direct, 4 stars) is brilliant at 4,000 lumens, though you?ll pay a premium for it.

Jealous of our friends across the pond, with their fancy Android 3.2 on their GSM-equipped HTC Flyers? Well, be envious no more our Yankee friends -- Honeycomb is here for your stylus-friendly slate of choice. Reports are rolling in from across the web that the update is being pushed to American Flyers (at least the 3G variety) over the air as we speak. If you haven't seen a notification yet, head on in to your tablet's setting to check for it manually and enjoy your new, more tablet-tailored, mobile OS.

Updated: A number of tipsters have also written in to let us know that they're receiving the Honeycomb update on their WiFi-only Flyers as well -- both here in the US and in the UK.

IMF to release Japan bank stress tests in summer: report (Reuters)

TOKYO (Reuters) ? The International Monetary Fund will release as early as this summer the results of health checks on Japanese banks, including their ability to withstand the European debt crisis and weak economic growth, the Nikkei business daily reported on Tuesday.

The IMF's Financial Sector Assessment Programs are in-depth analyses of a country's financial sector that were made mandatory for 25 "systemically important" countries to forestall another global financial crisis.

The IMF, which has began surveying Japanese financial institutions, will conduct on-site checks of banks in March, the Nikkei reported, without citing a source.

The IMF will study the possible impacts of the euro zone crisis on the capital flows of Japanese banks as well as how they can bear up to scenarios such as weak economic growth and a double-dip recession, the Nikkei reported.

Japanese banks have limited exposure to Europe's troubled sovereign debt, though the nation's grim economic environment has taken a toll on its financial industry, forcing banks to cut thousands of jobs.
